General Conditions
This Request for Quotation (RFQ) is a solicitation of vendor proposals and does not constitute a contract offer. CARE reserves the right to:
- Determine whether a quotation meets the requirements of the RFQ.
- Request clarification or additional information from bidders.
- Waive formalities, accept or reject quotations in part or in whole without justification.
- Negotiate with one or more bidders or award contracts to parties not responding to this RFQ.
- Require detailed presentations from selected vendors.
- Make award decisions in the organization’s best interest without sharing results with other bidders.
Any statements made by a vendor in response to this RFQ may be considered part of the final contract.
Confidentiality & Non-Disclosure
Vendors must treat all CARE information as confidential and only share it with those responsible for preparing the quotation. Discussion of CARE’s business practices outside the quotation preparation may result in disqualification. CARE will also maintain strict confidentiality of vendor submissions.
Publicity
Vendors may not publicize this project or release information about it without prior written approval from CARE.
Liability
The selected vendor must provide proof of adequate insurance and indemnify CARE against third-party claims arising from the vendor’s acts, omissions, or actions of employees, agents, or subcontractors.
Force Majeure
Neither party will be liable for delays or failures due to events beyond their reasonable control, including natural disasters, civil unrest, pandemics, terrorism, government actions, or power failures. The affected party must notify the other within ten (10) days of the event.
Errors and Omissions
Vendors are responsible for providing all labor, coordination, and resources outlined in their quotation. CARE will not provide additional compensation for errors or omissions unless officially authorized in writing.
Ownership of Work
All work created in response to this RFQ must be original. CARE will retain full ownership of all deliverables, with no third-party rights.
Conflict of Interest
Vendors must disclose any potential conflicts of interest, including involvement in preparing the RFQ or related specifications.
Company Profile & Bidder Declaration
Vendors must complete the provided Company Profile and Bidder’s Declaration form, sign it, and submit it with their quotation without altering the format.
Submission Guidelines
- RFQ submissions are due December 31, 2025.
- Submissions must be sent via email to som.bids@care.org.
- Quotations must be all-inclusive, covering any outsourced work, with names and descriptions of contracted organizations included.
- All costs should be itemized with clear explanations of fees and expenses.
- Vendors must respond to every subsection of the RFQ, including statements, questions, and instructions.
- Only written corrections or addenda issued by CARE will be considered official. Verbal instructions are not valid.
Contract Terms
Upon selection, CARE will negotiate final contract terms including scope, budget, schedule, and other necessary conditions, subject to review by CARE’s legal department.
