Introduction
The Danish Refugee Council (DRC), one of the world’s leading humanitarian organizations, is seeking a highly qualified Temporary WASH Officer (Project Engineer) to support WASH interventions in Beledweyne, Somalia.
The Project Engineer will be responsible for the technical supervision and day-to-day implementation of Water, Sanitation, and Hygiene (WASH) activities within the assigned areas of intervention. The role focuses on ensuring technical compliance, effective implementation, and close supervision of all technical works.
About the Job
Under the supervision of the Base Manager, the Project Engineer will oversee the quality, progress, and timely delivery of WASH infrastructure activities, ensuring that all works meet required technical standards, guidelines, and donor requirements.
Key Duties and Responsibilities
Technical Supervision and Implementation
- Provide direct technical guidance and oversight for the design, construction, rehabilitation, and supervision of water supply systems, sanitation facilities, and other related works.
- Prepare and review Bills of Quantities (BOQs), technical designs, and specifications for WASH and shelter assets to ensure compliance with professional standards.
- Conduct frequent field visits to project sites to carry out intensive monitoring, technical supervision, and troubleshooting, ensuring activities are completed successfully within the two-month timeframe.
- Prepare completion certificates and milestone reports.
- Ensure that all construction and rehabilitation activities comply with relevant technical standards, guidelines, and protocols.
Coordination and Stakeholder Management
- Liaise with government authorities, local partners, and IDP leadership to promote collaborative project planning and effective information sharing.
- Represent DRC in WASH Cluster coordination meetings and coordinate internally with other sectors, including emergency response, food security, livelihoods, and protection.
- Ensure the meaningful participation of marginalized and vulnerable groups, particularly women, throughout the project cycle.
Monitoring, Documentation, and Reporting
- Track project progress and implementation quality to ensure full compliance with donor requirements and project objectives.
- Maintain accurate and comprehensive documentation, including GPS coordinates and mapping of all project activities and assets.
- Prepare and submit weekly and monthly progress reports, including milestone and technical reports, to the Base Manager and Area Program Manager.
- Manage project-related administrative tasks, including the preparation of RIFs and PRs (Purchase Requests) related to technical interventions.
Skills and Qualifications
Required Qualifications and Experience
- Bachelor’s degree in Civil Engineering, Construction Engineering, or a closely related engineering discipline.
- Minimum of three years of professional experience in WASH or related engineering works.
- Strong understanding of basic WASH programming, participatory training approaches, community mobilization, and networking.
- Proven ability to implement WASH interventions effectively and on time, including cross-cutting and output-related activities.
- Working experience and knowledge of the local duty station.
- Ability to adapt to changing situations as required.
- Ability to work effectively under pressure and in challenging conditions.

What We Offer
- Contract Length: Two months, with the possibility of extension subject to funding and performance.
- Employment Band: Non-management H2.
- Duty Station: Beledweyne.
- Start Date: 15 January 2026.

- Salary and Conditions: In accordance with the Danish Refugee Council’s Terms of Employment for national staff.
