Introduction

The World Health Organization (WHO) is seeking a qualified National Consultant to support the Malaria Programme Review (MPR 2026) in Somalia. The Consultant will work closely with the International Consultant and national stakeholders to support the design, implementation, and completion of the review process.

This consultancy plays a key role in assessing the performance of malaria control interventions and informing the development of the next National Strategic Plan.

1. Purpose of the Consultancy

The purpose of this consultancy is to provide technical support to the International Consultant leading the Malaria Programme Review (MPR 2026). The Consultant will liaise with national actors, facilitate coordination with health authorities, and support close collaboration throughout the review process.

2. Background

Malaria Programme Reviews (MPRs) are periodic, collaborative evaluations of National Malaria Control Programmes. They assess operational performance in delivering malaria control interventions and inform the development of the new National Strategic Plan (NSP 2027–2030).

The review evaluates achievements in outcomes and impact, identifies best practices and lessons learned, and highlights critical issues, challenges, and their underlying causes. The MPR provides essential evidence for effective planning within the National Malaria Control Programme (NMCP).

Country authorities will convene partners through a joint consultation process. WHO will provide technical leadership, coordinate contributions from programme officers, experts, and partners, guide discussions, consolidate findings, and design the workplan for both the MPR and the subsequent strategic plan.

WHO will recruit one International Consultant to lead the process and develop the final MPR for Somalia, supported by one National Consultant who will assist and facilitate the review.

4. Work to Be Performed

Output 1

Provide technical and operational support to the International Consultant throughout the Malaria Programme Review process, from analysis to final reporting.

Deliverables

Deliverable 1.1
Support the desk review of:

  • Implementation of recommendations from the previous MPR 2019
  • Implementation of the National Malaria Strategic Plan 2021–2026

This review will assess progress toward national, regional, and global targets through analysis of plans and reports.

Deliverable 1.2
In collaboration with international teams and the MPR secretariat, contribute to the development of:

  • Concept Note
  • MPR 2026 Protocol for submission to the Ministry of Health for ethical approval
  • Data collection tools for respective thematic areas for field visits

Deliverable 1.3
Participate in field reviews in selected areas of the country and contribute to the development of reports from field visits.

Deliverable 1.4
Organize and facilitate stakeholder workshops.

Deliverable 1.5
Support the International Consultant and the MPR review secretariat in finalizing the MPR report by compiling:

  • Desk review results
  • Findings from field visits
  • Outcomes of consultative workshops
  • Other data collected in line with the MPR protocol

5. Skills and Qualifications

Qualifications Required

  • Minimum first university degree in medical parasitology, infectious disease, or epidemiology

Experience Required

  • 5 to 6 years of relevant national-level experience
  • Proven experience in malaria programme management

Technical Skills and Knowledge

  • High-level experience in malaria programme management
  • Very strong analytical skills

Language Requirements

  • Somali: Expert level
  • English: Expert level

6. Place of Assignment

Mogadishu, Somalia, with travel within the country as required for fieldwork.

7. Medical Clearance

The selected Consultant must provide a medical certificate confirming fitness for work.

8. Travel

The Consultant is expected to travel according to the itinerary and estimated schedule below:

  • Travel Dates: To be determined
  • Location: Travel within Somalia
  • Purpose: Participation in and facilitation of thematic workshops

WHO will arrange all official travel. WHO will not cover tickets purchased without prior written authorization. While on mission, the Consultant will receive a subsistence allowance.

Visa requirements are the responsibility of the Consultant. Visa support letters will be provided upon request, if required.
