Tender Description

Islamic Relief Somalia is an international humanitarian organization that has been operating in Puntland since 2006. The organization is committed to its core vision of caring for people in need across all areas of operation. Its programmes focus on supporting vulnerable communities through access to essential services, including Water, Sanitation and Hygiene (WASH), Education, Basic Health Services, and Livelihood Support.

As part of its Ramadan 2026 Seasonal Project, Islamic Relief Somalia aims to enhance the livelihoods of vulnerable families during the holy month of Ramadan in Puntland, Somalia.

Islamic Relief Somalia hereby invites qualified and eligible suppliers to submit bids for the supply and distribution of Ramadan, Zakat Al-Fitri, and Zakat-funded food packages in Garowe and Burtinle districts.

Only interested and eligible contractors with proven capacity and relevant experience in similar assignments are invited to collect the tender documents.

Requirements for Tender Submission

Bidders must submit complete tender documents that include the following:

• Company profile with a detailed and physically verifiable contact address
  (Evaluation weight: 5%)
• Most recent bank statements, printed within the last six (6) months, showing full account activity
  (Evaluation weight: 25%)
• Valid commercial license issued by the Ministry of Commerce – Puntland
  (Evaluation weight: 3%)
• Tender Board registration certificate – Puntland
  (Evaluation weight: 1%)
• Valid tax clearance certificate from the Ministry of Finance – Puntland
  (Evaluation weight: 1%)
• Evidence of past experience in similar or relevant work (e.g. food supplies), such as LPOs or contracts
  (Evaluation weight: 25%)
• Cost competitiveness within the approved budget
  (Evaluation weight: 40%)

Payment Terms

Payment of 100% of the contract value will be made after full completion of the supply and distribution of the Ramadan food items and submission of a satisfactory completion report.

Submission and Evaluation

• Bids must be submitted using the Islamic Relief Somalia RFQ format, duly signed and fully stamped.
• Partial bids will not be accepted.
• Only bids that are fully responsive to the technical specifications will be considered for evaluation.

Award of Contract

The Purchase Order/Contract will be awarded to the lowest-priced, technically qualified, and acceptable bidder. The successful bidder will be required to sign a Purchase Order/Contract in accordance with the Islamic Relief Somalia General Conditions of Contract for the Procurement of Goods or Services.
